Jilin Engineering Normal University is a provincial full-time regular undergraduate institution with master's degree-granting authority, located in Changchun, Jilin Province. It is among the first batch of undergraduate vocational teacher education institutions approved by the State Council and is currently the only independently established full-time undergraduate vocational teacher education university in Northeast China and Inner Mongolia. It is acclaimed as the "Cradle of Vocational Education Teachers." After 67 years of development, the university has become a high-level application-oriented institution in Jilin Province with distinctive vocational teacher education features. It has been designated by the Ministry of Education as a national key training base for vocational education teachers and serves as the leading unit for vocational teacher support system construction in Jilin Province, as well as a key provincial base for vocational teacher development.

  The university traces its origins to the Jilin Provincial Labor Department Technical School established in 1959. In 1979, with the approval of the State Council, it became Jilin Technical Teachers College under the former State Bureau of Labor. In 1983, it was transferred to Jilin Province and renamed Jilin Vocational Teachers College. In August 2000, the Jilin Provincial School of Economics and Trade was merged into the College. In February 2002, it was renamed Jilin Engineering Normal University with the approval of the Ministry of Education. In August 2015, the Jilin Provincial International Business School was incorporated into the University. In 2021, the University was authorized to confer master's degrees and enrolled its first cohort of professional master's students in September 2023.

  In its educational practice, the university centers on vocational teacher education while emphasizing applied professional training. It has established an educational framework that balances the cultivation of vocational-technical teachers with applied talent development, supported by a "dual-pillar" system of teacher training and professional development. The university adheres to an integrated educational orientation combining application, pedagogy, and specialization. It pursues connotative, distinctive, innovative, and collaborative development, highlighting its feature of vocational teacher education. The school is committed to building four key centers: vocational teacher training, vocational teacher professional development, vocational education research, and vocational education think tank services. It also emphasizes its role as a foundational hub in four areas: ensuring vocational teacher supply, leading vocational education research, demonstrating educational excellence, and promoting vocational education culture.

  The university operates two campuses: Kaixuan and Changde, covering a total area of 894,000 square meters with a floor space of over 352,000 square meters. The value of teaching and research equipment exceeds 330 million yuan, and the library holds 1.15 million volumes in Chinese and foreign languages. Currently, the university has 15,798 students, including 154 master's candidates, 15209 undergraduates,453 junior college students, and 1 international students. It comprises 12 teaching units such as the School of Mechanical and Vehicle Engineering, School of Electrical and Information Engineering, School of Art and Design, and School of Educational Sciences, along with 6 academic divisions including Engineering and Materials, Information Technology, and Humanities and Arts, as well as 4 research institutes including the Vocational and Technical Education Research Institute and the Interdisciplinary Research Institute of Biomass Functional Materials.

  The university implements a talent-driven strategy, focusing on attracting, nurturing, retaining, and utilizing high-level talent. It currently employs 1,072 staff members, including 854 full-time teachers. Among them, 397 hold senior professional titles, 316 have doctoral degrees, and 543 are "dual-qualified" teachers. 5 enjoy the State Council Special Allowance, 45 have been recognized as provincial-level talents such as "Experts with Outstanding Contributions," "Top Innovative Talents," and "Teaching Masters," and 196 have received classified talent certifications. The university hosts 1 national "Huang Danian-style" teaching team,1 national vocational education teaching innovation team, 1 Ministry-of-Education "Dual-Leader" teacher Party branch secretary action team,7 provincial-level excellent teaching teams, 2 provincial innovation teams, and 9 provincial curriculum-based ideological and political education teaching teams.

  The university prioritizes discipline development and promotes interdisciplinary integration. Its disciplines span eight major fields: education, engineering, science, management, economics, literature, arts, and agriculture, forming a system where education serves as the foundation and engineering as the main body, with multiple disciplines interpenetrating and developing in harmony. It offers nine professional master's degree programs in education, mechanical engineering, publishing, electronic information, materials and chemical engineering, food and nutrition, tourism management, engineering management, and design. Aligned with national strategies and regional characteristics, the university has established five provincial high-level characteristic disciplines (clusters): intelligent equipment and materials chemical engineering, electronic science and information technology, cultural industry management, food and bioengineering, and education, along with six provincial advantaged characteristic disciplines，1 joint innovation platform for Jilin Provincial FirstClass Disciplines has been built.

  The university focuses on industrial trends and supply chain innovation to optimize its program offerings. It offers 51 undergraduate programs, including four national first-class undergraduate program construction sites, two national characteristic programs, 1 pilot program under the Outstanding Engineer Education and Training Plan, and 1 national comprehensive reform pilot program. At the provincial level, it has 12 first-class programs, 12 characteristic and high-level programs,3 brand programs, 3 programs under the Provincial Outstanding Engineer Education and Training Plan 2.0, 3 provincial talent training model innovation experimental zones, and 6 provincial characteristic high-level program clusters. 14 programs have passed the Ministry of Education's Level-2 certification for teacher education programs, including 8 vocational-technical teacher education programs—the highest number among similar institutions nationwide. Its education and editing and publishing programs have ranked first for five consecutive years in the Alumni Association Chinese University Program Rankings (application-oriented category). The university deepens industry-education integration through a "government-university-enterprise-school" collaborative education mechanism and a talent cultivation model integrating first and second classrooms, on- and off-campus activities, and industry-university-research-application collaboration. It has established 1 nationally recognized modern industry college (under cultivation), 1 provincial specialized characteristic college, 1 provincial innovation technology college, 1 provincial demonstration modern industry college, and 19 university-level modern industry colleges. It also offers excellence teacher classes, experimental classes for engineering practice education, and customized classes for high-demand talent fields, with 10 cases recognized as provincial excellence models.

  The university implements initiatives to enhance the quality of undergraduate education and improve talent training outcomes. It has received seven national second prizes for teaching achievements and 40 provincial teaching achievement awards. In October 2024, it successfully passed the Ministry of Education's undergraduate education teaching audit and evaluation. The university operates seven national-level talent training platforms, including national vocational college teacher training bases and national vocational education "dual-qualified" teacher training bases, along with 29 provincial-level talent training platforms. The institution has developed 3 National FirstClass Undergraduate Courses and 4 National Quality ResourceSharing Courses and 103 provincial-level first-class (gold, high-quality, excellent, demonstration) courses. In the past five years, 161 textbooks have been published. Students have won 3156 national and provincial awards in various innovation and entrepreneurship competitions such as the International College Student Innovation Competition and the "Challenge Cup" Entrepreneurship Competition. The university has produced outstanding role models including "Chinese College Student Self-improvement Stars" and Jilin Province "Outstanding College Students." It enrolls students from 26 provinces, regions, and municipalities across China, with steadily improving student quality. Since its establishment, the university has trained over 50,000 graduates for local economic and social development and provided professional development for more than 15,000 secondary and higher vocational teachers and other technical professionals. The initial employment rate of graduates remains around 85%.

  The university promotes organized research and strengthens collaborative innovation. Over the past five years, it has received 18 provincial science and technology progress awards and 1 Provincial Award for Special Individual Contribution in Achievement Transformation, 134 Other Scientific Research Achievement Awards undertaken 1459 research projects, Among them, there are 590 provincialministeriallevel and above projects with total research funding reaching 359 million yuan. Faculty have published 1869 academic papers, authored 154 books, and obtained 338 authorized patents, including 173 invention patents. The university has commercialized 210 Sci-Tech achievements , generating nearly 17.60 million yuan in revenue. It hosts 32 provincial/ministerial-level research platforms, including Jilin Provincial Key Laboratories, Jilin Provincial Science and Technology Innovation Centers, Jilin Provincial Innovation Development Strategy Research Center, Jilin Provincial Engineering Laboratories, Jilin Provincial Digital Publishing Key Laboratory, Jilin Provincial Characteristic New University Think Tanks, Jilin Provincial Association for Science and Technology Science and Technology Innovation Think Tank Bases, Jilin Provincial Key Research Bases in Social Sciences, and Jilin Provincial Key Research Bases in Humanities and Social Sciences.31 high-quality policy advisory reports have received instructions from provincial Party committee leaders or have been adopted by the provincial government.

  The university is committed to building four pillars: vocational teacher education, scientific research, teaching demonstration, and the inheritance and innovation of vocational education culture, shaping the distinctive "Jilin Engineering Normal Model." It pioneered China's first vocational mechanical engineering teacher education program and vocational electronic information teacher education program (1979), the first university-based vocational education research institute (1980), the first vocational education academic journal Vocational and Technical Education (1980), the first provincial-level key vocational education discipline (2005) and provincial key humanities and social sciences research base (2006), and the first vocational education museum and vocational education development database (2012). It has established a nationwide influential academic dissemination platform comprising "five journals, five newspapers, one museum, and one website," renowned as the "Encyclopedia of Chinese Vocational Education." The journal Vocational and Technical Education is recognized as a Dual-Effect Journal in the Chinese Journal Matrix, a Chinese Core Journal, an RCCSE Core Journal, and an Excellent International Influence Academic Journal of China, and has received the Jilin Provincial Government "High-Quality Journal" award. Approved by the provincial institutional organization authority, the Jilin Provincial Department of Education established the Jilin Provincial Vocational Education Research Center at the university, which operates jointly with the university's Vocational and Technical Education Research Institute. The center actively participates in policy advisory work for national and provincial vocational education development, effectively serving as a think tank for vocational education advancement at both national and regional levels.

  The university has established partnerships with institutions in the United States, Russia, Germany, France, Spain, Canada, Australia, South Korea, Japan, Singapore, New Zealand, Thailand, and the Taiwan region of China, engaging in collaborative programs, faculty and student exchanges, staff visits, academic interactions, and research cooperation. It promotes inter-university exchanges with overseas institutions, invites international experts to give lectures, and selects faculty and students for study abroad, further training, and short-term exchange programs.
